As private businesses, public bodies and universities alike strive to gain a competitive advantage, each increasingly look to each other to develop next generation products and services. Wherever public money, public resources or outcomes are committed in any way, the law of state aid should be considered by all at the outset. State aid law is wide ranging and often difficult to navigate, creates risk for all parties and is more frequently complicating contract negotiations in the ownership and licensing of intellectual property rights arising out of collaborations.
