Noah is an Associate in the Public Law and Health team in Browne Jacobson’s London office. He advises on a variety of public law matters, with a specific focus on the health and education sectors.
Noah acts for a wide range of clients, including local authorities, universities, regulators, and NHS Trusts, Foundation Trusts and Integrated Care Boards. He provides advice on consultation, governance, legal risk and judicial review and general public sector duties and lawful decision making.
Noah is also experienced in acting for Core Participants in statutory public inquiries under the Inquiries Act 2005 and is able to adeptly support clients through all stages of the inquiry process, including responding to Rule 9 requests, warning letters and section 21 notices, as well as managing disclosure and hearings.

Professional Standards Authority for Health and Social Care v General Pharmaceutical Council & R2 [2024] EWHC 2005 (Admin)
Acting for the Professional Standards Authority in a statutory appeal to the High Court, against a decision of the fitness to practise committee of the General Pharmaceutical Council to impose a stay of fitness to practise proceedings against a pharmacist.
Judicial review
Successfully challenged the decision made by an accrediting body to remove the educational standards awarded to a university course (settled by consent).
Advice to NHS bodies
Advising NHS trusts, foundation trusts, and integrated care boards on various matters including continuing health care, corporate governance, section 117 aftercare, cross border funding disputes and lawful decision making.
