Recognised by Chambers and Partners and Legal 500 as a leading expert in public law and procurement, Peter is the head of Browne Jacobson’s Government practice. Specialising in contentious and non-contentious procurement matters, Peter supports public and private sector clients to get the very best out of their regulated procurement activity.
Peter’s extensive experience also means that he can advise clients on a variety of commercial matters for both government and supplier-to-government clients in particular public to public and public to private joint ventures.
Prior to joining Browne Jacobson, Peter was a special projects adviser for Nottinghamshire County Council – meaning he really understands the pressures faced by in-house counsel when leading major projects.
Peter is dedicated to helping clients achieve their Net Zero aims. Peter was instrumental in supporting the Midlands Engine in developing their 10-point plan for Green Growth. Peter continues to champion their work by working with businesses, public bodies, academia and the third sector to achieve genuine change through innovation and growth.
Peter is also the Finance and Membership Secretary of the Procurement Lawyers Association, and on the editorial Board for Lexis Nexis Local Government and a regular public speaker.

Leisure Trust
Following the pandemic Peter and his team supported a council to transfer its entire leisure service from the existing external provider to a newly formed Leisure Trust. The work included advice on charities law, procurement, subsidy control, TUPE, real estate and company law.
In Sourcing
Peter supported a metropolitan council on the insourcing of its adult day care services. Advice included the establishment of a wholly owned company, the transfer of assets and the procurement and subsidy control implications of the new structure.
Procurement Challenge
Peter successfully defended a contracting authority on a challenge to the award of a £120m framework agreement. Our tactical support allowed a satisfactory result for all involved and allowed the framework to be let.
East Midlands Development Corporation
Peter supported three of the Councils involved in the establishment of the East Midlands Development Company. A company designed to boost the area’s economy and create tens of thousands of new jobs via three landmark developments of national significance.
